Steve Vai is a a great guitaist, there's no denying that fact. He's been producing music for over 30 years, and still has a large following today. Saying he's the best "living guitarist" is going to be heresy in the eyes of some people. Some people might think its Eric Clapton, or Billy Gibbons, or even Jimmy Page. But when it comes to all of the afformentioned guitarists, they've stopped revlutionizing.
In the case of Steve Vai to this day he is still creating new techniques, never before seen. Not too long ago he released a song titled "Candle Power." The song is a three minute and fourty two second song of him flexing this brand new technique. It requires you to fret a chord and bend individual notes one at a time. This essentailly throws all conventional skill out the window as it requires you to relearn how to do bends. Even if you take away the revolutionizing he's doing, his technical profiency alone should put him at the top. This is best portrayed by the beginning of "I know you're here." You'd honestly just have to listen to it yourself. Even if you don't like that kind of music, you can aknowledge the sheer amount of skill it all takes.
